NZPPA works within a framework of three entities:

  • NZPPA Education Trust (NET)
  • New Zealand Payroll Practitioners Association Limited (NZPPA)
  • Creative Learning Solutions Limited (CLS)

NZPPA Education Trust (NET)


The aim of NET is to promote payroll as a profession in New Zealand. Its trustees are from the payroll industry.

NET aims are to:

  • Educate employers on what payroll practitioners actually do,
  • Promote payroll as a career,
  • Develop professional standards for payroll practitioners and payroll,
  • Build relationships with payroll related groups and government.

NZPPA funds the trust through a percentage from all memberships (new and annual subs) and training revenue. NZPPA has a permeant seat on the trust but cannot be the chair.

New Zealand Payroll Practitioners Association Limited (NZPPA)


NZPPA is the commercial arm of NZPPA and as such provides payroll technical training, professional payroll support through the PayTech AdviceLine, annual payroll practitioner certification, runs the NZPPA annual conference and a range of other national events and lobbies on behalf of payroll on any payroll related legislation.

NZPPA direction is set by its members through a management committee. The NZPPA CEO sets how that direction is implemented.

Creative Learning Solutions Limited (CLS)


CLS was formed to manage all eLearning activities and to act as a Private Training Established (PTE) under NZQA for developing payroll qualifications, work schemes and unit standards for assessment of learners. As a registered PTE it works within a quality management framework and is annually audited by NZQA on its processes and learning outcomes.

To set the direction of CLS it has formed a Payroll Industry Advisory Group (required under NZQA) that is made up of payroll industry representatives to ensure learning and development provided by CLS meets the needs of the payroll industry.
